Estate management is essential to forming the constructed environment, property development and, urban development in the face of increasing population and rapid urbanization. It entails knowledge of land management; property value; urban policy; and sustainability. The difficulty in needing to balance amongst economic growth, environment and social equity makes estate management complicated and multifaceted. Estate managers need to address the housing deficit, efficiently manage land resources, and cope with legal structure, technology and market forms. This dissertation will address multiple streams of estate management and demonstrate how modern estate management can contribute to sustainable urban development and property assets efficiently.
With continuing urbanization, estate management has emerged as a significant part of enabling sustainable urban development. Some of the more dominant issues are affordable housing, land tenure systems, real estate investment, taxation of property, and sustainability of development programs. The changing regulatory context for housing shortages and urban expansion necessitates the urgent foregrounding of land use and management policy, particularly across emergent economies undergoing rapid growth during the transition from rural place to urban living.
This dissertation will explore new solutions and approaches to improve estate management with attention to the role of estate managers in both urban and rural environments. The goal is to provide recommendations about policies and practices to improve the management of estates, land resources, and property markets.
Employment can be incredibly important to prevent repeat offenders; however systems that work to put those individuals in the work force are often ineffective. Increased informal settlements are one very strong indicator that affordable housing solutions are desperately needed. Estate management practices need to adapt to create affordable, sustainable housing options that mitigate impacts on land scarcity, and on infrastructure development.

Property taxes are critical in financing urban growth and public services. There is ongoing debate about whether property taxes promote certain estate management practices. What role do property taxes play in influencing the actions of estate managers and property developers?
How does property taxation influence housing affordability, and urban sprawl?

Land tenure systems dictate who can use what land, under what conditions the land can be managed, and if/under what conditions the right to the land can be transferred. Confusing land tenure systems in developing nations can result in conflict, cause land to be underutilized, and hinder social and economic development. For this study the importance of land tenure systems in estate management will be assessed, specifically addressing urban and peri urban areas.
What challenges exist with ambiguous land tenure systems in estate management?
How does the land tenure framework affect property development and urban growth?
What reforms in land tenure development, if any, can contribute to promoting tenure security and yielding sustainable land management?
Present ideas to improve land tenure security, especially in informal settlements.
Create insights for land reform policies that could facilitate equitable urban development.
