Problem Statement:
The algorithmic tools are being used more and more frequently in the public sector without clearly governing data science ethics that would maintain accountability and fairness. The supervision methods currently in place are inadequate, and the regulators and evaluators are often left in the dark when it comes to the automated decision-making process. This scenario poses a threat to the public sector’s algorithmic evaluation in terms of integrity, transparency, and legitimacy.
Research Gap:
There is a gap in the literature regarding a validated multi-level framework that allows evaluators’ expertise to be part of the AI oversight, as well as a systematic model that clearly defines roles, responsibilities, and processes for accountability in algorithmic decision-making. Furthermore, there is scant literature that documents how governance structures can be modified to accommodate the ethical monitoring led by evaluators, particularly in situations characterised by vague or inconsistent regulatory guidelines.
Research question:
What might the solution be to the integration of evaluator expertise into ethical governance structures for algorithmic decision-making in the public sector?
Outcome:
This dissertation will generate an ethical governance in data science that operates at multiple levels and specifies the roles of accountability for regulators, evaluators, data scientists, and institutions. Innovative models of control that enhance the public sector’s algorithmic evaluation trustworthiness and its public acceptance, Guidelines based on evidence for ethical monitoring and the participation of evaluators in AI governance that are driven by the context.

2. Mitigating Algorithmic Bias in Big Data Systems: A Standardised Ethical Model for Fairness, Representation, and Transparency in Evaluation Practice
Problem Statement:
In professional and public evaluation contexts, the algorithmic systems often reproduce or even enhance the biases that are human or data-driven. The lack of standardised ethical AI models to the very nature of data, fairness metrics, and transparency, evaluators cannot be sure to identify or counteract these inequalities.
Research gap:
To this point, the research has not produced an integrated ethical model that addresses (1) bias detection, (2) fairness measurement, (3) data representation issues, and (4) transparency requirements for evaluators at the same time. Besides, there are no uniform rules for recognising when the algorithms inflict disproportionate harm on the disadvantaged or when the black-box opacity renders the evaluative interpretation unreliable.
Research Question:
What techniques exist to systematically reveal and eliminate bias and inequity in data during evaluation practice?
Outcome:
The outcome of this PhD dissertation will be: An ethical model that imparts bias mitigation, fairness metrics, transparency tools, and data representation standards as a whole. Evaluator-friendly approaches for revealing algorithmic harms that impact marginalised groups. Transparent reporting and evaluating procedures that will allow fair and understandable assessments of algorithms.

3. Bridging the Principle–Practice Divide in AI Ethics: Developing a Dynamic, Evaluation-Centred Framework for Responsible AI Decision-Making
Problem Statement:
The focus of this dissertation is the creation of a dynamic framework that is centred around evaluation and is able to convert ethical principles into operational procedures that are technically actionable. The aspiration is to come up with criteria for evaluation that are based on objectivity, and besides that, to invent mechanisms that are adaptive so that there will be continuous alignment of ethics with AI systems’ development and deployment.
Research Gap:
The existing models that are adaptable and evaluation-driven, which link ethical principles to direct implementation processes in the AI lifecycle, are very few. The current frameworks do not present objective metrics that would assist in evaluating the ethical risks, nor do they develop methods that would allow the ethical guidance to keep pace with technological innovations.
Research Question:
What are the practical decision-support tools that can help AI developers navigate the ethical dilemmas during AI systems’ design and deployment?
Outcome:
This thesis will present an ethical decision-support toolkit composed of multiple layers created particularly for AI developers, a risk-evaluation model that is structured with clear and objective assessment criteria, and a mechanism for continuous updates that keeps the tool relevant to changes in technology, regulations, and society.

4. Developing a Multi-Layered Ethical AI Governance Framework Integrating Fairness, Explainability, and Privacy Preservation
Problem Statement:
Theoretical AI ethics frameworks are highly developed but usually still lack the necessary practical mechanisms for their effective implementation. The application of ethical principles to technical contexts is especially challenging for practitioners, as they must navigate the issues of fair model behaviour, transparency, and user privacy. Without a structured operational model, ethical AI practices are not only inconsistent but also have a very limited impact.
Research gap:
The literature has not yet produced a single operational model that integrates bias mitigation methods, explainability techniques, and privacy preservation strategies. This creates a gap for research that will not only establish a unifying foundation for AI governance in data science but also connect ethical theories with technical tools that can be implemented, thus providing a cohesive framework.
Research Question:
Which multi-layered model will be able to successfully combine bias mitigation, explainability, and privacy-preserving techniques to operationalise ethical theory in the area of real-world data science applications?
Outcome:
An operational model consisting of multiple layers that provides a comprehensive and detailed plan on implementing ethical concepts by means of fairness-aware algorithms, explainability strategies, privacy-preserving mechanisms, and governance structures that facilitate accountable AI deployment.

5. Designing Practical Ethical Decision-Support Tools for AI Developers: A Multi-Layered Model Integrating Risk Evaluation, Guideline Adaptation, and Continuous Ethical Updating
Problem Statement:
The present research intends to construct a convenient, multi-tier ethical decision-support system for AI people. The objective is to combine impartial risk-assessment tools, adaptive ethical rule mechanisms, and a perpetual update process that remains relevant for the long term and promotes ongoing ethical decision-making in the fast-changing AI environments.
Research gap:
An all-inclusive ethical decision-support toolkit that brings together practical guidance, organised ethical risk-evaluation techniques, and an ongoing updating process in sync with technologies and regulations has not been created yet. detect unfair impacts and how to interpret opaque systems responsibly.

What ethical dilemmas that AI developers face in the course of AI system design and deployment can be solved with the help of practical decision-support tools?
Outcome:
The research will give us a multi-layered ethical decision-support toolkit designed specifically for the AI developers, a structured risk-evaluation model with transparent and objective assessment criteria, and a continuous-update mechanism that ensures the tool’s ongoing relevance in terms of technological, regulatory, and societal changes.
